On September 10, the State Administration of Work Safety announced that the State Administration of Work Safety recently issued the "Catalogue of Key Combustible Dust in the Industry and Trade Industry (2015 Edition)" (referred to as the "Catalogue") and "Combustible Dust Workplaces in the Industry and Trade Industry Technical Guidelines for Explosion-proof of Process Facilities (Trial)" (referred to as the "Guide").
The relevant person in charge of the State Administration of Work Safety introduced that the two documents were issued to deeply learn from the "8 · 2" special explosion accident of Zhongrong Metal Products Co., Ltd. in Kunshan City, Suzhou, Jiangsu Province and the "6 · 27" of Baxian Water Park in Xinbei City, Taiwan Lessons from the combustible color dust deflagration accident, effectively preventing dust explosion accidents.
Combustible dust refers to dust, fiber or fly flocs that can burn or simmer in the air and form an explosive mixture with the air at normal temperature and pressure. The Catalogue defines 45 kinds of combustible dust, and gives the characteristic parameters such as the lower explosive limit and ignition temperature of a particular sample. The dust listed in the catalogue is limited to enterprises in metallurgy, nonferrous metals, building materials, machinery and other industries, and the combustible dust with high explosion risk involved in the production and processing.
The main contents of the Guide include: general requirements for safety management, explosion-proof safety technical measures, safety requirements for key equipment and facilities such as dust removal technology, and typical process risk control such as polishing and grinding.
The "Guide" clearly requires that enterprises involving combustible dust should identify the dangerous places of dust explosion through hazard source identification and dust explosion detection and analysis, and formulate corresponding prevention and control measures and implementation rules. Enterprises should popularize dust explosion-proof knowledge according to the actual situation, draw lessons from dust explosion accidents in the same industry at home and abroad, inform employees of the risk of combustible dust explosion and its explosion-proof measures, improve the dust explosion-proof emergency disposal plan, improve the safety management rules and regulations, and establish a long-term mechanism for dust explosion-proof work.
